Enquanto esta \u00faltima abrange a\u00e7\u00f5es educativas em diversos ambientes \u2014 incluindo comunidades \u2014, a Pneae \u00e9 voltada especificamente para dentro das escolas, articulando educa\u00e7\u00e3o, meio ambiente e clima de forma transversal.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\">Segundo o ministro da Educa\u00e7\u00e3o, Camilo Santana, a pol\u00edtica nasce da constata\u00e7\u00e3o de que &#8220;a quest\u00e3o clim\u00e1tica n\u00e3o \u00e9 mais uma quest\u00e3o do futuro, \u00e9 uma quest\u00e3o do presente&#8221;. Um diagn\u00f3stico do pr\u00f3prio MEC, feito por meio de pesquisa suplementar ao Censo Escolar, identificou 1.400 munic\u00edpios brasileiros mais vulner\u00e1veis ao fechamento de escolas por eventos clim\u00e1ticos extremos \u2014 um dado que evidencia a urg\u00eancia do tema.<\/p>\n<h3 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\"><span class=\"ez-toc-section\" id=\"Como_a_politica_vai_funcionar_na_pratica\"><\/span>Como a pol\u00edtica vai funcionar na pr\u00e1tica<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p class=\"font-claude-response-body break-words whitespace-normal\">A Pneae ser\u00e1 estruturada em diversos eixos de apoio do MEC \u00e0s secretarias de educa\u00e7\u00e3o e escolas: infraestrutura, apoio a projetos, forma\u00e7\u00e3o de professores, entre outros mecanismos de indu\u00e7\u00e3o. A exce\u00e7\u00e3o fica por conta dos cursos de forma\u00e7\u00e3o de professores, onde \u00e9 admitida a cria\u00e7\u00e3o de componente espec\u00edfico para aprofundar conhecimentos sobre mudan\u00e7as clim\u00e1ticas e gest\u00e3o pedag\u00f3gica desses temas.<\/p>\n<h3 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\"><span class=\"ez-toc-section\" id=\"O_desafio_que_a_politica_tenta_resolver\"><\/span>O desafio que a pol\u00edtica tenta resolver<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p class=\"font-claude-response-body break-words whitespace-normal\">Um ponto destacado pela pr\u00f3pria secret\u00e1ria respons\u00e1vel pelo tema no MEC, Erin Fernandes Bueno, \u00e9 revelador: mesmo com iniciativas isoladas como hortas escolares e projetos pontuais, ainda falta refletir sobre &#8220;o que significa educa\u00e7\u00e3o ambiental no ensino do dia a dia, para al\u00e9m dos projetos isolados&#8221;. Ou seja, o desafio n\u00e3o \u00e9 falta de boa vontade nas escolas \u2014 \u00e9 falta de integra\u00e7\u00e3o estrutural ao curr\u00edculo.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\">Essa constata\u00e7\u00e3o tem respaldo direto na pesquisa cient\u00edfica sobre o tema. Uma <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/www.frontiersin.org\/journals\/education\/articles\/10.3389\/feduc.2025.1563816\/full\">meta-an\u00e1lise publicada na Frontiers in Education<\/a>, que reuniu 53 estudos sobre a efetividade da educa\u00e7\u00e3o sobre mudan\u00e7as clim\u00e1ticas, encontrou um padr\u00e3o importante: o efeito sobre o conhecimento dos estudantes \u00e9 grande (g = 0,77), mas o efeito sobre mudan\u00e7a real de atitude (g = 0,39) e de comportamento (g = 0,36) \u00e9 bem mais modesto. Em outras palavras, ensinar sobre o clima aumenta o conhecimento \u2014 mas n\u00e3o garante, sozinho, que o estudante mude seu comportamento em rela\u00e7\u00e3o ao meio ambiente.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\">Essa lacuna entre saber e agir tamb\u00e9m aparece em uma <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC10068847\/\">segunda meta-an\u00e1lise, publicada na PNAS (via PMC)<\/a>, que reuniu dez meta-an\u00e1lises e 430 estudos prim\u00e1rios sobre interven\u00e7\u00f5es de mitiga\u00e7\u00e3o clim\u00e1tica. A conclus\u00e3o \u00e9 direta: abordagens puramente informativas s\u00e3o insuficientes para mudar comportamento, especialmente quando as barreiras pr\u00e1ticas s\u00e3o altas e a motiva\u00e7\u00e3o \u00e9 baixa \u2014 interven\u00e7\u00f5es combinadas, com compara\u00e7\u00e3o social e incentivos, tendem a ser mais eficazes do que apenas transmitir informa\u00e7\u00e3o.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\">Essas duas pesquisas, juntas, explicam por que a Pneae insiste tanto na transversalidade e na integra\u00e7\u00e3o pedag\u00f3gica, em vez de tratar a educa\u00e7\u00e3o ambiental como um conte\u00fado informativo isolado: sem essa integra\u00e7\u00e3o estrutural, o risco \u00e9 formar estudantes bem informados sobre o clima, mas sem mudan\u00e7a concreta de comportamento.<\/p>\n<h3 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\"><span class=\"ez-toc-section\" id=\"O_que_isso_significa_para_quem_atua_na_educacao\"><\/span>O que isso significa para quem atua na educa\u00e7\u00e3o<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p class=\"font-claude-response-body break-words whitespace-normal\">Para professores, coordenadores pedag\u00f3gicos e gestores escolares, a Pneae sinaliza uma dire\u00e7\u00e3o clara: educa\u00e7\u00e3o ambiental deixa de ser um &#8220;projeto extra&#8221; e passa a ser exig\u00eancia estrutural de curr\u00edculo, forma\u00e7\u00e3o docente e gest\u00e3o escolar.
